Request
To assist the Government of Greece to develop a national strategy and operational response plan to CBRNe terrorism for the Athens 2004 Olympic Games.
Solution
To collect and analyse relevant data to allow the identification of the roles, responsibilities and interfaces of all government departments, agencies and responders to the terrorist use of chemical, biological, radiological and nuclear materials.
Working closely with the Olympic Games Security Division (OGSD), over 120 delegates from 17 government departments and other participating agencies were brought together to simultaneously identify and map the host nation’s capability and capacity to respond and manage a range of CBRNe threats. This collective approach to mapping data allowed participants to develop a ‘common operating picture’ in response to this internationally emerging threat.
Outcomes
Benchmarked by a seven-country security coalition, using highly skilled international subject matter experts and supporting technology, our consultants conducted a comprehensive strategic and tactical activity analysis across the full spectrum of central and local government response.
Using a scenario-based approach and mapping the individual activities required to safely respond, our consultants were able to identify all collective and organisational capabilities, exposing gaps and repetition in service delivery. Through this process our consultants were able to agree new service providers, where necessary and immediately deconflict activity repetition.
A further workshop identified the host nation’s capacity to respond to events of varying scale in terms of population affected and geographic spread. These factors were then benchmarked against agreed standards, exposing resource requirements for each agency in terms of personnel, equipment and supporting technology.
Through detailed analysis, interpretation and reporting of data our consultants were able to provide OGSD and each individual agency with information to develop:
- an agreed concept of operations,
- a national strategy document to include declared assets
- a multi-agency operational plan
- service specific plans
- risk assessment data for equipment procurement, training and exercising
