Peter Simpson Managing Director
Peter is the UK’s leading expert on multi-agency activity mapping and gap analysis. Since 2002 he and our senior advisors have successfully conducted many domestic and international workshops providing vital data to UK and foreign government departments and law enforcement. This extensive experience led us to develop CodexR’s own unique software, ®Mapping, to capture and interpret activity data and to provide internationally experienced specialist advisors from the public and private sector to support the growing client base of the company.
Peter formed the company after 30yrs as a senior command officer in London Fire Brigade. During his most recent tenure he spent 4yrs seconded to the Metropolitan Police Service Counter Terrorism Command. His work included pre-planned counter terrorism operations, consequence management response and developing closer working relationships with Police and a wide range of government, military and local partners.
From 2001, he was responsible for the Fire & Rescue Service co-ordination of central and local government department’s developing strategic responses to catastrophic incidents, terrorism and emergency preparedness. He led the development of risk-based decision making tools for strategic commanders managing catastrophic scale incidents and risk assessment frameworks for national and international crisis & disaster management planning. He has authored national policy, conducted a government review of rescue doctrine to terrorist incidents and was principal policy architect for a £3m government trial for the first multi-agency terrorism response team. As lead UK CBRN terrorism advisor to the Athens 2004 Olympic Games, he helped develop the Greek national strategy and operational response. In 2006 he successfully mapped and negotiated a ten-country agreement on regional crisis management and CT security planning for the Cricket World Cup.
He has a Masters Degree in Risk, Crisis and Disaster Management, specialising in the multi-agency response to terrorist incidents. He is currently a Visiting Fellow of Cranfield University at the Defence College of Management and Technology, Shrivenham. He lectures to Masters students on Integrated Emergency Management at University College London and at the Center for Homeland Defense and Security (CHDS) in the United States. He works with the Foreign & Commonwealth Office and Cranfield University lecturing on counter terrorism and crisis management to post-graduate students, emergency services, civil sector and government personnel in many countries.
